SCOPE OF WORK
The three steps of Phase I are described below, as outlined in the RFP:
• Step 1: Research. This included ".... researching and analyzing the currently available science and knowledge on human systems... (in) .....process safety in the petroleum industry. Special emphasis will be given to process safety management (PSM) activities."
• Step 2: Identification. This included an effort to "identify major issues and safety concerns associated with human factors in the petroleum industry... ... A well-developed confidential survey should be considered as the main vehicle to collect this data."
• Step 3: Feasibility. This included a "feasibility study on developing a useful technical resource such as a guidance document or an API Recommended Practice using data Rom Phase I."
Most importantly, Phase I includes the development of a Phase II "Vision." Specifically, if Phase II were deemed feasible by the Task Force, then an outline of the Phase II product, along with appropriate supporting documentation would be developed as part of Phase I. The Task Force saw this "Vision" document as essential for communicating project findings, and for obtaining additional funding for the project. The "Vision" document evolved into the proposed "API resource and Tool Kit" discussed later in this report.
