Annotation
Scope of the guideline
The selection, dimensioning, and development of packagings or packaging systems prerequisites the comparison of the characteristics of known procedures, systems, and methods with a range of requirements in such a manner that these requirements are fulfilled to the greatest possible degree. For a known product, the checklist (Figure 1) of this guideline gives useful guidance to the user, allowing him to check his procedure for determination of the packaging for the given product.
Using the subsequent list, the user then checks his packaging solution with regard to a possible reduction of packaging material.
Purpose of the guideline
The Packaging Ordinance (VerpackV) has created boundary conditions for economy, which imply radical changes in the production and distribution of goods. In the past, decisions of environmental politics used to focus on measures aiming to avert authority requirements. Nowadays, however, the industry involved is highly motivated to translate the targets of environmental politics into specific action. The packaging issue has thus turned from an internal matter of peripheral importance into an economic challenge for the companies. It will therefore be required to check in each individual case whether a packaging and the packaging materials used for it are appropriate and necessary.
Meanwhile, the volume and weight of packaging wastes contribute considerably to domestic waste. The Packaging Ordinance therefore aims to avoid any superfluous packaging, and to design any packaging that is absolutely required in such a manner that it can be easily reused, or recycled either in terms of material or energy. This guideline is meant to give systematic guidance so that the user, having specified the content and the packaging, is enabled to check his packaging concept critically in accordance with the principle of reduction of packaging material, and to revise it, if required, or opt for an alternative type of packaging.
