Annotation

1.2 SCOPE

The guidelines presented in this recommended practice neither impose mandatory standards upon operators of hazardous liquid pipelines nor require operators to replace their public awareness programs. The guidelines are intended as a resource that can assist operators in their public awareness efforts and operators are urged to select the most appropriate mix of guidelines depending on the needs of any given pipeline segment.

The guidelines in this recommended practice apply only to intrastate and interstate hazardous liquid pipelines, as regulated by DOT 49 Code of Federal Regulations (CFR) Parts 194 and 195. Operators should be aware that some state regulations for intrastate pipelines may be more stringent than the federal requirements. These guidelines are not intended to apply to facilities, such as gas pipelines, that are outside the intended scope of this recommended practice.
